Energy Resilience and Sustainability Leader

 

Dr. Victoria G. Newman is a nationally recognized leader in energy resilience and sustainability, with more than 20 years of experience guiding complex, high-impact initiatives across the federal, defense, utility, and nonprofit sectors.

She currently serves as a Level III Army Reserve Resource Efficiency Manager supporting the 9th Mission Support Command across the Pacific, where she advances multimillion-dollar energy, water, and microgrid projects that strengthen mission readiness, environmental compliance, and long-term resilience.

A Certified Energy Manager and Agile Project Management professional, Dr. Newman has successfully led cross-functional teams, secured major federal grants and awards, and advised senior military and utility executives on strategic infrastructure investments.

Earlier in her career, she served on the board of the Manta Pacific Research Foundation, where she helped draft and advocate for landmark state legislation protecting manta rays in Hawai‘i.

She holds a Ph.D. in Biology from the University of California, San Diego. She brings to nonprofit boards a rare blend of scientific rigor, financial and regulatory fluency, strategic planning expertise, and a deep commitment to mission-driven impact.
